City Projects in Neighborhoods

NEP Screening Criteria

To be eligible for NEP funding a proposal must meet all of the following criteria:

Affordability – Projects must be estimated to cost less than $150,000. (Note: some proposals may be divided into distinct components and presented as separate projects on the NEP ballot. Also, up to $150,000 of NEP funds can be combined with other funds for some projects.)
Consistency – Projects must be consistent with city plans and departmental policies, including any pertinent city, state, and/or federal standards or guidelines. Projects falling within the parameters of another program (e.g., Neighborhood Traffic Calming) must meet the criteria established for that program.
Duration – There should be no foreseeable reason why any project cannot be completed before the next three-year NEP cycle begins in that area
Jurisdiction – Projects must be within the city’s purview or be approved by the appropriate agency (e.g., Bellevue School District) and include their participation.
Acceptance – Projects must be generally accepted by those directly affected by the project. For proposals with a relatively high likelihood of opposing viewpoints, the adjacent homeowners will be polled. 75% of the respondents must support the proposal for it to be included on the NEP ballot.
Ownership – Projects involving physical construction must be substantially on public property or on property designated for public use.
Maintainability – Projects must have funding available for ongoing maintenance by the city and/or any involved partners (e.g., Bellevue School District).
Benefit – Projects must benefit the general public within the NEP area; projects with limited/localized benefit would be referred to the Neighborhood Match Program.

If the proposals meet all the criteria:

Staff will develop project scopes (with the assistance of the requestors)
Staff will provide cost estimates.
All eligible proposals will be placed on a ballot.
Ballots will be mailed to every household within the NEP area.
