Twenty-one residents have applied for the City Council seat vacated by Connie Marshall, City Clerk Myrna Basich announced Monday. The other six Council members will appoint Marshall's successor, with the process they use still to be determined.
Basich told the Council that she would present a list of options for it to consider when it mulls a selection process at its extended study session Monday, Feb. 11.
The city posted a public notice about the open Council seat for about a week, with all applications due to the City Clerk's Office by 5 p.m. Monday. People interested in the position were required to submit resumes and brief written statements, explaining why they wanted to serve on the Council and what they believed were Bellevue's two most critical issues. Candidates were invited to say how they would approach addressing those issues if they were appointed.

Whoever is appointed to the position will complete the two years remaining in Marshall's term, which extends until the general election in November 2009. Marshall, saying she had accomplished what she had hoped to as a council member, announced Jan. 14 that she would resign effective Jan. 22, midway through her third term.
While the Council can decide on criteria for choosing the new member, state law requires that the person must be a resident of Bellevue for at least a year and a registered voter at the time of application.
