Bellevue's comprehensive plan is a broad statement of community goals and policies that direct the orderly and coordinated physical development of the city. A comprehensive plan anticipates change and provides specific guidance for future legislative and administrative actions. The plan reflects citizen involvement, technical analysis and the judgment of decision-makers.

The comprehensive plan serves as a guideline for designating land uses and infrastructure development, as well as developing community services. Bellevue has evolved in an orderly fashion because its regulations and development remained consistent with its comprehensive plan.

Bellevue's comprehensive plan is updated every year. However, the focus of the plan remains constant:

well-maintained, livable neighborhoods
a healthy environment
a vibrant urban center
a strong, diverse local economy
