Strong commercial areas are key to Bellevue's economic vision. To ensure continued growth that is beneficial to the city and its residents, Bellevue has drawn up plans and adopted development regulations for five commercial areas – downtown, Crossroads, the Bel-Red area, Factoria and Eastgate.

The detailed plans guide private land development and public infrastructure investment. In addition to these five areas, smaller commercial centers are addressed in the plans as well. Development regulations for all of these areas can be found in the Land Use Code.
