Bellevue operates under a council-manager form of government in which city council members are elected by residents of the community to represent their interests. The council selects a city manager to oversee all city operations.
Steve Sarkozy was appointed in 2000. His overriding focus is on organizational excellence in order to provide the best possible service to the public. To achieve organizational excellence he holds employees to the highest ethical and performance standards, then measures performance to ensure the city is moving in the right direction. In addition to overseeing city operations through departments, the city manager directly supervises communications, performance measurement, intergovernmental relations and volunteer coordination for the city.
