The City of Bellevue employs approximately 1,200 people, driven by core values of exceptional public service, stewardship, commitment to employees, integrity and innovation. The council-manager form of government at Bellevue, popular among cities of all sizes, is similar to a corporate structure where the board of directors (city council) determines the direction and oversees the conduct of the corporation and its chief executive officer (city manager). The city manager's responsibilities include:

  • Carrying out the policy established by the City Council;
  • Acting as the business manager of the city, recommending and advising the council on a broad array of issues; and
  • Developing a proposed budget for consideration, and, ultimately, approval by the council.

While the city manager oversees the delivery of most services through departments, Bellevue's communications, performance measurement and environmental stewardship are all managed directly through the City Manager's Office. The skilled individuals in the City Manager's Office are:

 Brad Miyake

Brad Miyake, City Manager (bmiyake@bellevuewa.gov, 425-452-4096)
Brad has played key roles in developing Bellevue's budget process, obtaining the Utilities Department's first professional accreditation and spearheading efforts to improve city management processes.

  • Experience: City Manager (May 2013-Present); Deputy City Manager (2006-2013); Utilities Director (2003-2005); Utilities Deputy Director (1998-2003); Budget Manager (1990-1998)
  • Education: International City Management Association; Washington County/City Manager Association; Bachelor of arts, University of Washington.

 Kate Berens

Mary Kate Berens, Deputy City Manager (mkberens@bellevuewa.gov, 425-452-4616)
Kate’s work has focused on the city’s relationship with Sound Transit during the planning and construction of East Link light rail, and property acquisition issues arising from major city transportation projects. She is LGBTQ liaison for the city.

  • Experience: Special Assistant City Manager (May 2013-August 2014); Deputy City Attorney (2006-2013); Planning & Community Development Legal Planner (2001-2005);
  • Education: Law degree, University of Michigan; Bachelor of science (forestry), University of Washington.

 Joyce Nichols

Joyce Nichols, Director of Intergovernmental Relations (jnichols@bellevuewa.gov, 425-452-4225)
In November 2011 Joyce began leading the city’s efforts on legislative and regional issues, representing Bellevue’s policy interests at the federal, state and regional levels of government.

  • Experience: Utilities Policy Advisor (2006-2011); Director of Communications and Intergovernmental Relations, Shoreline (1996-2006); Deputy Director of Washington State Energy Office; Media Relations for Puget Sound Water Quality Authority; Public Affairs Manager, Weyerhaeuser Co. in Oregon.


 Brad Harwood

Brad Harwood, Acting Strategic Communications Advisor (bharwood@bellevuewa.gov; 425-452-6837)
Brad leads overall communications for the city, including external and internal communications, as well as marketing and branding efforts for the organization. Prior to becoming a staff member, he worked with the city as a public relations consultant on several projects, including Energize Eastside.

  • Experience: Communications and Public Affairs Consultant, Swerve Strategies (2012-2015); Communications Director/Legislative Aide, King County Council (2010-2012).
  • Education: Juris Doctor, Gonzaga University School of Law; Bachelor of arts, University of Washington.

Claude Iosso, Digital Communications Coordinator (ciosso@bellevuewa.gov; 425-452-4448)
Since his arrival in 2006, Claude has helped facilitate a redesign of the city's Internet and intranet websites, improving navigability and appearance for both. While managing content on the city's public site, he has launched and expanded Bellevue's use of social media sites as a means of communication and engagement.

  • Experience: Communications Coordinator, King County Housing Authority (2000-2005); Article Editor, Microsoft Encarta Encyclopedia (1997-2000); Reporter, The Daily World, Aberdeen (1989-1994).
  • Education: Bachelor of arts in Writing Seminars, with minor in Russian, Johns Hopkins University.
 Robin Haaseth

Robin Haaseth, Acting Video Programming and Production Manager (rhaaseth@bellevuewa.gov; 425-452-6182
Robin manages Bellevue TV programming and staffing, including the monthly "Lake to Lake" news program. Over 25 years with the city, Robin has served in numerous capacities with the Parks and Community Services Department, including public information officer. She hosted and helped produce Bellevue TV's "it's Your City" program for eight years.

  • Experience: Parks and Community Services Public Information Officer (2004-2015); Youth Link Coordinator (1990-2000).
  • Education: Bachelor of arts in communications, Washington State University.
