About the City Manager's Office

The City of Bellevue employs about 1,200 people, driven by core values of exceptional public service, stewardship, commitment to employees, integrity and innovation. The council-manager form of government at Bellevue, popular among cities of all sizes, is similar to a corporate structure where the board of directors (city council) determines the direction and oversees the conduct of the corporation and its chief executive officer (city manager). The city manager's responsibilities include:

  • Carrying out the policy established by the City Council;
  • Acting as the business manager of the city, recommending and advising the council on a broad array of issues; and
  • Developing a proposed budget for consideration, and, ultimately, approval by the council.

While the city manager oversees the delivery of most services through departments, Bellevue's communications, performance measurement and environmental stewardship are all managed directly through the City Manager's Office. The skilled individuals in the City Manager's Office are:

     

    Brad Miyake, Acting City Manager (bmiyake@bellevuewa.gov, 425-452-4096)
    Brad has played key roles in developing the city's budget process, obtaining the Utilities Department's first professional accreditation and spearheading efforts to improve city management processes.

    • Experience: Acting City Manager (May 2013-Present); Deputy City Manager (2006-2013); Utilities Director (2003-2005); Utilities Deputy Director (1998-2003); Budget Manager (1990-1998)
    • Education: International City Management Association; Washington County/City Manager Association

     

    Joyce Nichols, Interim Director of Intergovernmental Relations (jnichols@bellevuewa.gov, 425-452-4225)
    In November 2011 Joyce began leading the city’s efforts on legislative and regional issues, representing Bellevue’s policy interests at the federal, state and regional levels of government.

    • Experience: Utilities Policy Advisor (2006-2011); Director of Communications and Intergovernmental Relations, Shoreline (1996-2006); Deputy Director of Washington State Energy Office; Media Relations for Puget Sound Water Quality Authority; Public Affairs Manager, Weyerhaeuser Co. in Oregon.

     

    Sheida Sahandy, Assistant to the City Manager (ssahandy@bellevuewa.gov; 425-452-6168)
    A policy advisor on a range of organizational, municipal and regional issues since joining the city in 2006, Sheida is the founder and director of the Bellevue’s Environmental Stewardship Initiative – an organizationwide effort aimed at enhanced performance and innovation in relation to the city’s environmental goals.

    • Experience: Corporate and securities attorney at two large international law firms; regulatory affairs at the Office of Management and Budget in the Office of the President.
    • Education: Master of public administration with concentrations in energy policy and political advocacy, Harvard University Kennedy School of Government; Juris Doctorate, Columbia University School of Law; Bachelor of arts in environmental design, University of California at Berkeley.

    Communications

      Emily Christensen, Chief Communications Officer (echristensen@bellevuewa.gov; 425-452-4090)
    Emily joined the city in February 2013. She leads overall communications for the city, including external and internal communications, as well as marketing and branding efforts for the organization.  

    • Experience: strategic communications, AREVA Inc., Bethesda, Md. (2010-2013); corporate affairs, Pacific Gas and Electric Co., San Luis Obispo, Calif. (2008-2010); press secretary, U.S. Sen. Bob Bennett (2003-2006).
    • Education: Master of public administration, George Washington University, with an emphasis in public- and private-sector relations. Bachelor of arts in political science and business management minor, Brigham Young University.

     

      David Grant, Public Information Officer (dgrant@bellevuewa.gov; 425-452-4090)
    Through writing, video and photography, David has worked since 1996 to inform the Bellevue public in a clear, compelling way, first as a journalist covering City Hall and later as part of the city's communications team. 

    • Experience: Interim Communications Director, Bellevue, (2010-2013); Transportation public information officer, Bellevue (2007-2010); reporter/editor, King County Journal (1996-2007); editor, Skagit Valley Herald (1994-1996); reporter/managing editor, The Daily Record, Ellensburg (1992-1994).
    • Education: Bachelor of arts in editorial journalism and English/creative writing, University of Washington.
     

    Claude Iosso, Online Editor (ciosso@bellevuewa.gov; 425-452-4448)
    Since his arrival in 2006, Claude has helped facilitate a redesign of the city's Internet and intranet websites, improving navigability and appearance for both. While managing content on the city's public site, he has launched and expanded Bellevue's use of social media sites as a means of communication and engagement. 

    • Experience: Communications Coordinator, King County Housing Authority (2000-2005); Article Editor, Microsoft Encarta Encyclopedia (1997-2000); Reporter, The Daily World, Aberdeen (1989-1994).
    • Education: Bachelor of arts in Writing Seminars, with minor in Russian, Johns Hopkins University. 

    Development and Performance 

     

    Ann McCreery, Organization Development Consultant (amccreery@bellevuewa.gov; 425-452-6837)
    Ann joined the city in 2009 to provide organization development support for initiatives including the "One City" approach to becoming a high-performing organization, the development of performance improvement, the budget process, and other efforts to align the organization’s culture with its systems, structure and processes.

    • Experience: More than 25 years as an organization development consultant to government, nonprofit and private organizations. Previous employers include the University of Washington, Waldron & Co. and Milliman, Inc. Currently a board member of the Northwest Organization Development Network.
    • Education: Doctor of philosophy in organization research and development, University of Washington; master and bachelor of science, State University of New York at Buffalo.
     

    Rich Siegel, Performance and Outreach Coordinator (rcsiegel@bellevuewa.gov, 452-452-7114)
    Rich leads the city’s citizen survey efforts and performance management programs, which measure resident satisfaction with the city's services and programs. Rich is passionate about evidence-based government, believing that customer-focused, high-quality, reasonably priced services are the “dividends” government returns to its residents and stakeholders. 

    • Experience: Director, Office of the Budget, District of Columbia (1986 -1992); Budget Director, Council of the District of Columbia (1982-1986).
    • Education: Master of arts in media ecology, New York University; bachelor of science, Boston University College of Communications.
