City Hall houses all of the city's departments in a way that maximizes accessibility for residents. Meanwhile, behind the scenes on the top floor, vital emergency dispatch services for the whole Eastside and computerized traffic management take place.
On the first floor, knowledgeable staff at the Service First desk provide a combination of direct services and referrals. At Development Services, residents and contractors can receive assistance with permitting and inspections for all departments in one place. Down the hall from Service First and Development Services, council chambers are easily accessible.

The Neighborhood Outreach team is on the first floor. In addition, 11,000 square feet of public space, including meeting rooms and a grand concourse, are available for meetings, concerts and other events.
On the top floor, transportation engineers in the city’s Traffic Management Center use real-time traffic map displays and cameras to help keep traffic flowing throughout Bellevue. In a secure facility nearby, NORCOM dispatchers route fire and police calls for the entire region on the east side of Lake Washington.
